City Manager Wiley Stem reviewed the report of the City Manager and Business Session Agenda. Paul Cain was introduced as the new Assistant City Manager and an updated organizational chart was distributed. 

 

Larry Holze, Municipal Information Director, reviewed the recent and upcoming Community Events.

 

The Businesses Session review included the following discussions:

 

RES 2019-537 resolution to forgive all active rehabilitation and reconstruction home loans currently in the City’s loan program.  Staff explained that the forgiveness will not have a negative tax impact to borrowers. 

 

RES 2019-538 resolution to approve a use agreement with the heart O’ Texas Fair & Rodeo, to allow the use of property at the former Floyd Casey stadium site, for parking.  Council asked staff to work with the Rodeo to ensure the fencing is safe, clean and aesthetically pleasing for the neighborhood. 

 

RES 2019-542 resolution approving a grant agreement with the Heart of Texas Regional Metal Health Mental Retardation Center for partial funding of a Medical Clearances Initiative at the Central Texas Crisis Center. Council expressed their support of the grant and Medical Clearance program and the opportunity it will provide to free up officers to handle public safety.  The County and the Community have joined together to contribute funds to the program.

3. WS-2019-524 : Discussion of Planning Public Hearing Agenda Items.

Clint Peters, Planning Director provided an overview of the Planning Pubic Hearing Items and John Patterson, Assistant City Attorney, provided an overview of PH 2019-533.  The presentation is on file in the City Secretary's Office. 

 

PH 2019-533 Subdivision Ordinance Amendments to Comply with HB 3167.  The presentation is file in the City Secretary's Office and included an overview of the changes related to the approval process for plats and state statute deadlines. Plats must be submitted on the 29th day before the date of the Plan commission meeting that the applicant desires the Plan Commission to consider a application.  Staff was asked to find out what happens when Plan Commission is unable to reach a majority on a recommendation.

4. WS-2019-525 : Discussion of Economic Development TIF items for consideration on the agenda: Marriott AC Hotel - 301 S. 6th St.; Magnolia Masterplan Project - between Webster Ave., Jackson Ave., 6th and 8th St.; and Downtown Municipal Settings Designation.

Melett Harrison, Economic Development Executive Director, made presentation on the economic development TIF items for consideration on agenda item 2019-530.   The presentation is on file in the City Secretary's Office. Discussion included the integrated color of the concrete of the  Marriott AC Hotel.

 

Council would like to extend the Municipal Setting Designation (MSD) to 18th St. and a future agenda item on Downtown Parking District or parking system.

1.
